As part of its new UBI Global Study, PTOLEMUS Consulting Group has completed an independent evaluation of 32 leading insurance telematics solution providers worldwide.

This ranking highlights the companies that deliver the strongest combination of technology, performance and impact for personal line and commercial line motor insurers across key regions.

The providers we assessed

We assessed 32 UBI solution providers across 3 categories. Our assessment covers the full spectrum of telematics and UBI technologies, including insurance telematics platforms, fleet telematics providers and global data & analytics specialists.

Our award categories

We identified the best suppliers across 6 award categories in 3 regions. To reflect regional market dynamics, PTOLEMUS assessed vendors in North America, Europe and the Rest of the World, with an additional global category for data & analytics specialists.

Awards were granted for:

• Top fleet TSPs in UBI

• Top global data & analytics specialists

The winners of the 2025 UBI solution provider ranking

Below are the first-, second- and third-place winners across all categories and regions. These suppliers achieved the highest combined scores for capability, innovation and operational maturity.

Across North America, the top insurance TSPs were Cambridge Mobile Telematics, IMS and Arity, while the leading fleet UBI providers were Lytx, Azuga and Nauto.

In Europe, the top insurance telematics suppliers were IMS, Octo and The Floow, with Targa Telematics, Munic and Geotab ranking highest among fleet UBI providers.

In the Rest of the World category, the leading insurance-focused suppliers were Octo, Scope Technology and Sentiance.

Finally, in the global data & analytics category, the top 3 specialists were SambaSafety, Greater Than and Smartcar.

Methodology overview

Our ranking is based on an independent, structured evaluation of each supplier’s ability to support successful UBI programmes. All companies were assessed across 8 weighted capability dimensions and 37 sub-criteria, covering both technical depth and commercial maturity.

The assessment was based on:

• Questionnaires and interviews conducted directly with suppliers

• Independent verification using PTOLEMUS’ databases and market expertise

• Scoring across areas such as overall offering, UBI experience, crash & claims tools, innovation, engagement, distraction monitoring and global reach

• Weighted scoring and regional adjustments to ensure fair comparison

• Adapted criteria for data & analytics specialists, reflecting their specific role in the value chain
